The project is a preliminary study of the operational preconditions, user needs and restrictions of the crowdsourcing cooperation platform. The scope of the platform is to enable citizens to participate in crisis management by offering their expertise or material resources to the entity in charge of the situation. The preliminary study focuses on identifying functionalities and describing the operational model without committing to a specific technological solution. The preliminary study analyses possibilities of platform's operational model to support a new way of crowdsourcing as well as challenges and restrictions related to the model.
