Development of the digital operations and decision making of municipalities and investigation of the savings potential created by digitalisation as part of the EUR 1 billion savings target. The report looks at the potential of digitalisation from the perspectives of the development of the operations of municipal organisations and the concrete quantitative and qualitative benefits achieved. The current state and development needs of municipal digitalisation are illustrated through an IT survey, interviews of municipal officials, case studies and examples. The report explores the digitalisation potential present in municipalities, measurement of benefits and the measures required by the realisation of savings in municipalities.
