Study to monitor the business and regulatory environment affecting the collaborative economy in the EU

We assess the business environment of the collaborative economy in the 28 EU Member States. The study comprises three Tasks: Task 1 identifies the main business environment features affecting the development of the collaborative economy in the Member States and establishes a set of indicators to measure them. Task 2 calculates the indicators and develops a composite indicator (the “Collaborative Economy Index”) to benchmark the business environment in each Member State. Task 3 assesses the business environment in each Member State and puts forward suggestions for the further development of the collaborative economy in the EU.
We assess collaborative economy transactions in three vertical “themes”, corresponding to the three collaborative economy sectors of accommodation, transport and finance. We additionally consider three horizontal themes: public administration, business support and alignment.

Arvioimme alustatalouden liiketoimintaympäristöä 28 EU:n jäsenvaltiossa. Määrittelimme tärkeimmät liiketoimintaympäristön piirteet, jotka vaikuttavat alustatalouden kehitykseen jäsenvaltioissa ja joukon indikaattoreita niiden mittaamiseksi. Kehitimme yhdistetyn indikaattorin, ”alustatalouden indeksi”, arvioidaksemme ja vertaillaksemme kunkin jäsenvaltion alustatalouden liiketoimintaympäristöä. Esitimme lopuksi ehdotuksia alustatalouden kehittämiseksi EU:ssa.
