Abstract
Green Growth strategies need to adopt a broader
perspective on change processes than conventional growth
strategies as deep changes are needed in, for instance,
energy production and consumption behaviour as well as
natural resource use. Different levels of change need to
be realized in a coherent and co-evolutionary manner.
Based on transition studies, in particular a combination
of the Multi-Level-Perspective (MLP) and the
Technological Innovation System (TIS) approach and its
application to a Finnish case study (the Eco-Viikki
housing project), we identified drivers of and barriers
to innovation by studying the existence or absence of
innovation system functions. Using this conceptual
background, policy recommendations can be derived in a
systematic way to enable and accelerate the transition
towards renewable energy in society.
