Abstract
This report presents the cross-case analysis of 21
large-scale research, development and innovation
initiatives
(LSIs) that were in-depth interviewed as case studies of
the EU-GREAT! project (European guide and
recommendations for the combined funding of large-scale
RDI initiatives). Using SWOT (strengths, weaknesses,
opportunities and threats) analysis we identify the
success factors and barriers for each case LSI, followed
by a
cross-case key performance indicator (KPI) comparison.
Based on this mix of qualitative and quantitative
assessments, and taking additionally into account issues
such as type of LSI and geographical location, we then
identify top seven LSIs. These reflect top performing
initiatives that provide learning points on good
practices in
the topic of combined funding.
Through our study of the 21 case LSIs an overall picture
of the European financing and policy landscape is formed.
We are therefore able to identify and further elaborate
the mismatch between supply and demand of funding at
different stages of LSIs, and suggestions to ease and
overcome this financing gap are given. The most important
challenges in the combined financing topic include
complexity and administrative burden of funding schemes;
lack of financing instruments to the specific needs of
LSIs; insufficient involvement of the private sector in
financing and risk-taking; and short-term policies and
discontinuities.
