Deploying ITS Services: Case Finland-Russia smart transport corridor

    Abstract

    This paper describes development process of the new ITS services from ideas to commercial pilots with an example of Helsinki - St. Petersburg smart transport corridor. Also key publications in the field of ITS services are addressed in order to draw a picture of industry. ITS services are focused on providing information. They are developing and they have new business potential. Also obligatory authority services, especially automated eCall system are being developed and promote ITS service. Finnish authorities and companies have worked closely together with Russian counterparties to boost commercial ITS services. The work started with developing technical specifications, architecture, regulative framework and studying business models. The work continued with service development, proof-of-concepts and piloting. Currently multi-service model is piloted with Vedia services, aiming to serve travellers between Helsinki and St. Petersburg. The fragmentation of service offering is a big problem in ITS services but multi-service model seems to overcome this challenge with the support of authorities. This paper discusses the development of fully functional value network with service offerings as a case of successful ITS services.
