Abstract

New societal demands and an increasingly unpredictable nature of the operational and economic environment has resulted in major strategic reformations in cities. The fundamental logic for value creation is being redefined, which presents a challenging task. S-D logic is used as a lens to explore and explain the transformations taking place. Future-oriented, systemic, and multi-actor evaluation approach is presented as a tool to support strategic decision-making in complex situations. Respectively, the study proposes a holistic impact framework that allows city organizations to concretize the target state and systemize actions to adapt into new operations and mindsets.
