Framework conditions for high-growth innovative enterprises (HGIE)

    Abstract

    The study on the framework conditions for high-growth innovative enterprises (HGIE) relates HGIE performance to the prevailing entrepreneurial framework conditions in 37 countries, including all EU Member States, other European countries and five non-European countries selected for their outstanding track record on HGE performance. The study brings together the most recent data on high-growth firm performance and entrepreneurial framework conditions with a specific focus on HGIEs. Key indicators on HGIE performance over the period 2012-2014 show that in our country sample the share of HGIEs is on average 0.16 % of the firm population, representing 3.3 % of total employment. Measured through a set of indicators in six policy areas, the performance scores in entrepreneurial framework conditions of the 37 countries is below 4.0 out of a maximum of 6.0. The EU-28 average performance is below this all-country average. Based on the scores obtained, countries were grouped into frontrunners (with only one EU-28 country: Sweden), near frontrunners, pursuers and laggards. Main policy recommendations to foster HGIE growth include an integrated approach to HGIE growth, dedicated policies with life-cycle support, reinforcement of ecosystems, more action at EU-level and addressing more relevant framework conditions.
