Abstract
New societal demands and an increasingly unpredictable nature of the operational and economic environment result in major strategic reformations in cities. The fundamental logic for value creation and impact mechanisms are being redefined, which presents a challenging task. To explore and explain the transformations taking place, a service-logic business model is introduced. This model acts as a tool to concretize and manage the shift towards becoming a City-as-a-Service. Respectively, novel management models, impact targets and impact measures are required to accelerate the transformation.
