Abstract
The emergence of Generative AI (GenAI), driven by advanced foundation models, presents significant opportunities for businesses and society across Europe. This potential is amplified through integration with European data spaces—interoperable frameworks facilitating ethical, secure, and compliant data sharing. This synergy promises substantial benefits, including unlocking industrial, commercial, and personal data value, fostering new business models, and ensuring regulatory compliance and fairness across AI value chains.
This whitepaper, developed by the Data Spaces Support Centre (DSSC) alongside the Strategic Stakeholder Forum (SSF) and other European initiatives, examines the role of European data spaces in supporting trustworthy GenAI development. It highlights key challenges—such as data quality, interoperability, infrastructure needs, ethical considerations, and environmental impacts—that must be addressed to fully harness GenAI's capabilities.
Data spaces already provide secure, high-quality, domain-specific datasets essential for GenAI, driving innovation, collaboration, and compliance with EU regulations. Yet, substantial progress is needed to enhance interoperability, simplicity, and representativity. The whitepaper outlines eight targeted recommendations for stakeholders, policymakers, industry leaders, and GenAI providers to advance the strategic alignment of data spaces and GenAI initiatives, including case studies such as the AI Factories. A structured roadmap is proposed to maximize these synergies and sustainably propel GenAI adoption in Europe.
