Abstract
The IDEAL-EPBD project estimated energy savings
achievable in the housing stock in selected Member States
(MS) in the European Union (EU). The project elaborated
on the efforts to identify obstacles that hinder active
implementation of energy enhancement measures by
surveying homeowners in five EU Member States. The
initial findings of this empirical study are presented.
The questionnaires used for the study were informed by
literature review, stakeholder interviews and in-depth
homeowner interviews in ten MS.
