Integration of the PEB Concept in Local and Regional Planning Instruments

Abstract

This chapter studies how local and regional planning instruments can promote positive energy buildings (PEBs). Local and regional authorities were interviewed across Europe regarding practical level approaches to governing and planning the development of Nearly and Net Zero Energy Buildings as well as PEBs. The interview analysis provides insights into local and regional authorities’ present strategies and planning approaches to developing PEBs. It identifies needs for—and barriers to—upscaling and explores local and regional ambitions to adapt planning systems accordingly. Learnings collected from cities’ and regions’ practitioners, urban planners, district developers, and experts are collected into a guidebook that aims to empower subnational governments to promote PEBs by integrating policies and measures in urban planning frameworks at the city and regional level.
