Abstract
Risks involved in new technologies or arising from novel
new configurations of old technologies recurrently result
in major accidents in societies. In many cases, a more
comprehensive, multidisciplinary risk assessment process
that would combine the knowledge of different
stakeholders, authorities and citizens could have helped
to avoid the sad outcome. This paper presents a new
approach to the proactive risk identification process for
authorities. It is a collaborative method base on
integrated assessment, which was tested in three
stakeholder workshops.
