Abstract

Workforce planning is a vital process shaping the future of over 3.6 million people working in the health and social care sectors in the UK. For this reason, the Centre for Workforce Intelligence (CfWI) is using Horizon Scanning to monitor, anticipate and prioritise emerging and “frontier” issues that are relevant for workforce policy, research and strategic agendas (Popper, 2008). This paper is the first in a series of publications aimed to (1) support the scoping of CfWI Horizon Scaning (HS) research; and, (2) inform the CfWI HS technology development activities. In so doing, the paper introduces key elements of workforce planning, the wider framework for NHS workforce planning and key factors shaping workforce demand and supply. This is complemented with international approaches to workforce planning followed by a discussion about challenges and future prospects. Finally, the paper provides a short description of the web-based technologies supporting the CfWI HS activities.
