Methodology for the EEA‘s input to the ‘Early warning‘ Assessment – Packaging waste recycling targets: ETC CE Working paper

Abstract

According to the Waste Framework Directive, Packaging and Packaging Waste Directive and Landfill Directive, the European Commission in cooperation with the European Environment Agency shall develop so-called Early warning reports. These reports should, inter alia, assess EU Member States’ prospects to meet the targets for the recycling of municipal waste and packaging waste as well as landfill of municipal waste. As input to the Early warning reports, the ETC/WMGE and the EEA have developed an assessment methodology building on a set of success/risk factors.
