Abstract
The Action Report is one of the intermediate outputs of
the Nordic H2 Energy Foresight project. It pools together
the results of the Action Workshop that was organised in
Espoo, Finland, in March 2004. It includes the views of
28 Nordic experts representing research, industry,
government and relevant associations. A number of
challenges are faced when introducing hydrogen energy
into the Nordic markets. The report discusses these
generic and specific challenges concerning the entire
hydrogen energy value chain - hydrogen production,
hydrogen use in transport, the stationary use of hydrogen
- and the required infrastructure. A multi-perspective
approach is taken: techno-economic, infrastructural,
geographical, ecological, environmental and
socio-political issues are all paid attention to.
Thereafter the actions needed to realize the Nordic
hydrogen energy visions are discussed. The report
suggests that the Nordic countries should take an active
role in promoting the successful introduction of hydrogen
energy and in exploiting the business opportunities
provided by the new technology. The suggestions for
actions provided by the Nordic experts can be classified
into six categories: 1) informing decision-makers and the
wider public, 2) carrying out relevant research and
development, 3) creating appropriate strategies and
policies, 4) obtaining financial support for the
technological developments in the transition phase, 5)
market creation and intervention, and 6) contribution to
international agreements. The report lists a number of
specific tasks within each category and identifies the
key actors to be involved at Nordic, national and
EU-levels.
