Steering level is the highest decision level, Coordination level is for managing the entire research work and Production level for daily operations. Practical development work are done at production level, where work is shared to work packages, Epic challenges and research sprints. Most promising ideas will end up to Proof of Concepts phase. The new stakeholders are needed to join in the ecosystem and platform, otherwise it will not be successful. There lies the main challenge, how to invite and join new members.
