Abstract

A German Finnish Seminar on Nuclear Safety and Technology was held in Espoo, Finland, in September 1977.One of the goals of the seminar was to enhance the co operative research on nuclear safety between the Federal Republic of Germany and Finland.Since 1977, co operation in this fielf has in fact expandef.Much of the efforts are connectef to multinational research projects with participating organizations from both countries, but some bilateral research projects have also been established between the two countries since 1977.In spring 1982 it was agreed between the Technical Research Centre of Finland (VTT) and the Kernforschungszentrum Karlsruhe (KfK) that a Second Finnish German Seminar on Nuclear Safety is to be held in Espoo, Finland in autumn 1982 to promote the efforts of defining new concrete bilateral research programmes.During the five years since the first seminar, the content of nuclear safety research has significantly changed all over the world.Today, a great emphasis is laid on the operational safety aspects, the nuclear waste management and the research to investigate the consequences of severe nuclear power plant accidents.The seminar programme was agreed to consist of four main topics: Design Basis Accident Studies (LOCA), Severe Nuclear Power Plant Accidents, Fracture Mechanics and Inspection Techniques and Operational Safety in Nuclear Power Plants.Further, the presentation of the present PWR design by KWU was included in the seminar proqramme.The waste management research was excluded.A special seminar considering this topic only was recommended to be held later.The present seminar publication is edited by Mr.K.Kilpi, VTT.It is published by the VTT in accordance with the agreement between the KfK and VTT, the organizing parties of the seminar.The manuscripts of the lectures submitted by the authors, German and Finnish experts representind nuclear research centres, supervisory authorities and nuclear industry, have been compiled and kept unchanged except for some minor editorial changes.The publication has been prepared with the aim of not to restrict its contents to the participants to the seminar, but to take it available for all other interested parties or individuals as well.
