Abstract
Finland has long been recognized as a leader in innovation, driven by a commitment to research, development, and the collaborative efforts of public and private sectors. Our history demonstrates the importance of diversifying the innovation landscape and fostering partnerships across regions and industries. This commitment continues today, as Finland pursues an ambitious goal of achieving 4% Research and Development (R&D) intensity by 2030, a reflection of our dedication to innovation-led growth.
However, reaching this target in a rapidly evolving global environment requires adapting our strategies to new opportunities and challenges. Emerging fields such as artificial intelligence, clean technologies, and the bioeconomy offer promising avenues for growth, but leveraging them will demand a robust, coordinated approach across Finland’s decentralized and diverse innovation system. Our innovation policy must strengthen the role of intellectual property, enhance demand-side support for R&D, and integrate corporate social responsibility more deeply into corporate innovation practices. By aligning policies and focusing on societal impact, we can drive sustainable, inclusive growth that serves Finland and the global community.
At VTT, our innovation policy research addresses these critical questions, exploring how Finland can optimize its innovation framework to meet future challenges and opportunities. This document, Shaping the Future of Finnish Innovation: The Evolution of Finnish Innovation Policy and the Path Ahead, presents a comprehensive overview of Finland’s innovation journey, key policy lessons, and the path forward. It is our hope that this work contributes valuable insights as Finland continues to shape its future through innovation.
