Abstract
On 13 November 2020, Minister of Economic Affairs Mika Lintilä appointed a steering group led by Jussi Herlin to prepare an action plan for Finland to speed up the introduction of artificial intelligence and to promote the fourth industrial revolution. At the time of its launch, the programme was named Artificial Intelligence 4.0.The Artificial Intelligence 4.0 programme aims to make Finland one of the winners of the twin transition by 2030. The twin transition refers to increasing industrial digitalization while simultaneously responding to the challenges posed by green transition. The programme has been managed according to the OKR method of the management by objectives (MBO)
framework.This report is the second interim report on the programme. It presents the results achieved in the autumn of 2021. The first interim report, completed in April 2021, analysed the current state and development prospects of digitalisation in Finland and abroad, identified the principal challenge areas and proposed a comprehensive target state for digitalisation. The objectives in the challenge areas identified in the first interim report have been broken
down into key results that measure inputs and results. In the autumn of 2021, the thematic working groups have identified and prepared the measures required for achieving the key results together with an extensive network of stakeholders. The work of the thematic working groups is presented in this report.
