    Abstract

Even though the economical importance of service sector is well known fact, there is no general theoretical context of new service development (NSD). This paper presents a framework for service modelling in conceptual level. This model, based on the concept of Total Service Offering (TSO), offers practical and illustrative way for service concept design. TSO can be used in NSD and also in development of existing services. As a distinction to earlier approaches to service concept design, TSO takes into account also the networked production environment. In the first part of this paper, a general theoretical model for service production based on general service definitions is presented. This model is applied to electronic services and especially to authentication-based services. The second part of the paper examines the business possibilities related to authentication services based on certificates. Four possible scenarios for the evolution of these markets are presented.
