N2 - Finnish transport infrastructure sector has been characterized by increasing price competition, low productivity and low innovativeness. Project alliance is a recently launched project delivery method which is hoped to renew the industry and overall project success. In this paper the aim is to investigate the challenges of cultural transformation in Finnish contractor and engineering companies when enhancing value co-creation through project alliances. Based on our framework we examine those challenges in three areas; project alliance understanding, project alliance supportive management and development practice as well as cooperative customer and supplier relationships. The research is conducted as a case study in eleven contractor, engineering and public owner organisations. Our findings indicate that there are challenges in cultural transformation especially in the changing of industry mindset and strategic policies. Furthermore, the findings point out the obvious need to understand and conceptualize the organisational transformation towards value co-creation in project based organisations.
