Abstract
This paper presents mechanisms for collecting and processing cross-layer
information from mobile devices and networks. That information is further
used to feed the handover decisions as a part of the seamless mobility
support. This paper presents a mechanism called Trigger Management, developed
within the EU's Ambient Network project, for collecting and processing
cross-layer trigger information. The trigger management system is bound to the
VERHO vertical handover controller system, enabling the handover decisions
based on several input parameters.
