Using the European Common Evaluation Methodology for CCAM: Bringing together the results of CCAM projects

Abstract

To support the testing of connected, cooperative and automated mobility (CCAM) systems, the Horizon Europe programme has funded the FAME project to establish a European framework for the testing of CCAM on public roads. A part of this framework is the European Common Evaluation Methodology (EU-CEM) for CCAM. The EU-CEM provides guidance on how to set up and carry out evaluation of CCAM.

The EU-CEM is written for people planning and doing evaluation for and in CCAM projects, but also for project coordinators and proposal evaluators. The methodology for the EU-CEM is specifically focused on assessing the societal impacts of CCAM. This paper presents an overview of the EU-CEM methodology detailing the key impact areas included in the EU-CEM, while providing an overview of the common indicators and impact pathway concepts that guide the impact evaluations. Finally, the paper discusses the future pathways for the EU-CEM and discusses avenues for use of the guidelines and future involvement in developing the handbook.
